Blackhawk Hills serves Carroll, Jo Daviess, Lee, Ogle, Stephenson and Whiteside counties Blackhawk Hills Resource Conservation and Development Area

The Blackhawk Hills Resource Conservation and Development Area (RC&D), was authorized in March 1974 by the U.S. Secretary of Agriculture and quickly became a not-for-profit 501(c)3 organization sponsored by the local County Boards and Soil and Water Conservation District (SWCD) Boards.

The RC&D area is a 3,777.8 square mile region that consists of the six north- western counties of the State of Illinois (Carroll, Jo Daviess, Lee, Ogle, Stephenson, and Whiteside), and has a combined population of 235,689.

The United States Department of Agriculture (USDA) provides technical and financial assistance to the RC&D program. The Natural Resources Conservation Service facilitates and administers the program. Locally, the RC&D program is governed by an 18-member Council. The Council is made up of one representative from each of the local sponsors (County Boards and County SWCD Boards) and one area representative from each county (appointed by the two sponsors).

Blackhawk Hills Resource Conservation and Development Area Council’s Mission Statement:

"The mission of the Blackhawk Hills RC&D Council is to assist the people of Northwest Illinois with the development of rural economies by improving and conserving all resources."

The Blackhawk Hills RC&D Council also serves the region as an Economic Development District (EDD). The EDD was established under criteria of the U.S. Department of Commerce, Economic Development Administration (EDA). The purpose of the program is to accelerate overall economic development program planning on a regional basis and to utilize all applicable federal, state, and local agencies, groups, and organizations in implementing the plan(s).

Blackhawk Hills Economic Development District Mission Statement:

"The mission of the Blackhawk Hills EDD is to develop and implement a regional Comprehensive Economic Development Strategy (CEDS) that will enhance job opportunities and improve the quality of life for local communities."
