Area Success Stories Economic Development Administration Supports Local Project On August 9, 2007, a press conference was held in Freeport, IL where Congressman Don Manzullo and Assistant U.S. Secretary of Commerce for Economic Development Sandy K. Baruah presented a check to the City of Freeport. The U.S. Economic Development Administration awarded Stephenson County a $1.725 million federal grant to help fund infrastructure needs at Mill Race Crossing Industrial Park. Blackhawk Hills RC&D worked with Stephenson County and the City of Freeport on the preliminary EDA grant for public works infrastructure improvements to be implemented at Mill Race Crossing Industrial Park. Our office assisted in providing planning and technical support for land development and finding potential, non-local alternative funds to complete the plans required. Furthermore, Blackhawk Hills RC&D helped facilitate the federal EDA grant process for the City of Freeport and Stephenson County, and provided letters of support directly to EDA naming it a priority project for the 6-county region.
Turning Animal Waste to Energy Blackhawk Hills RC&D worked with Hunter Haven Farms to construct a 600-cow anaerobic digester for their dairy operation in northwest Illinois. The RC&D assisted with the development of two grant proposals, one to USDA-Rural Development for $242,000 and another to the State of Illinois, Department of Commerce and Economic Opportunity for an additional $225,000. The funds assisted with the purchase of equipment and construction. The digester will produce enough electricity to supply 93 homes.
